Watch the actual video on ABC 7's website, and you'll see that he's really not joking, but taking the comment seriously, respectfully, and actually agreeing with it.

We should definitely hold the President's feet to the fire. But let's not unfairly burn him. The audience tittered, but from Obama's expression, you can clearly see that he wasn't joking. In fact, he looked a little weary afterwards, almost sad.
