Assure fairness in immigration and specifically provide immigration equality for same-gender couples (D076). CONCURRED: The Resolution was adopted by both Houses and has become an Act of Convention.

The 76th General Convention, meeting in Anaheim, California, July 8-17, acted on or referred every one of the 419 resolutions it considered.
Below is an unofficial, unaudited, abbreviated summary of some of the resolutions passed by both the House of Bishops and the House of Deputies. ENS staff culled it from the General Convention Office's searchable legislative tracking website.
Meanwhile, the church's General Convention office has produced a 25-page summary of convention actions available here. It includes a list of resolutions sorted by their final status; a list of resolutions that deal with the church's constitution, canons and the convention's

ABA NEA Come Out for Gay Rights (The Advocate via Yahoo! News)

LGBT causes got a major boost last week when two large professional associations announced their support for same-sex marriage recognition. The National Education Association (NEA) and the American Bar Association (ABA) recently adopted resolutions supporting gay rights.
The ABA, at a Chicago conference last week, called on lawmakers to repeal the Defense of Marriage Act. While the association did not take an overt stand on marriage equality, they called the active law, which bars federal agencies from recognizing legal same-sex marriages, unfair.
Estelle Rogers, a member and consultant on civil rights, told the ABA's newsletter, "This is a very modest recommendation, some would even say a fair recommendation."

A Gross Unfairness The Workings of the Straight State (The Nation)

It is not really news that inhabitants of the United States are governed by what historian Margot Canaday calls, in the title of her excellent book, a "straight state." For some time now, scholars of sexuality (following in the footsteps of those who have studied and challenged the race and gender hierarchies embedded in state policies and actions) have professed the analytical goal of what historian Lisa Duggan, writing in 1994, called "queering the state." These scholars have argued that the supposed naturalness of the heterosexual couple, and the unnaturalness of alternatives, is presumed and reinforced in the ordinary workings of government. Canaday's substantial contribution is to trace, in gripping and at times horrifying detail, exactly how the United States came to operate in this fashion over the course of much of the twentieth century. The Straight State provides a compelling
Gay Immigration Rights DOMA Repeal Bill Will Be Introduced Soon

The partial DOMA repeal that I had hoped for is just not going to deliver. All political realities considered, we're not going to see a solution to the gay immigration debacle until President Obama's second term. ...I have serious doubts that this bill will pass. I am really disappointed that this is not the "DOMA Partial Repeal Plus" that the Advocate reported a while ago, which would only repeal Section 3 but recognize any "marriage like" arrangements registered with the local government.
This, although disappointing, is not unexpected. Recent news articles have reported that LGBT activists differ on how this legislation may look, with many worrying that the "DOMA Repeal Plus" bill would only serve as a counter argument for gay marriage.

Foundations of Betrayal offers a fresh inside look at an overlooked enemy - hundreds of big tax-exempt, leftist foundations that despise free enterprise and, yes, even our Constitution and America's sovereignty. "Wealth controls culture" and Phil Kent names the control freaks - old-timers like the Ford and Rockefeller foundations as well as devious newcomers like George Soros. Issues ranging from radical environmentalism to open borders serve as their main battering rams to remold America. These unaccountable elites also pay church groups to join their leftward march. They even promote deviant sexual behavior... Ford's website highlights its support of many political advocacy groups such as the Migration Policy Institute, the Immigrant Workers Citizenship Project and the Lesbian and Gay Immigration Rights Task Force.

It would appear that although repeal of the Defense of Marriage Act (DOMA) may not be happening anytime during the current legislative session. For same sex partners of United States Citizens, there may be hope that United States Federal Immigration Law could be modified in order to allow for United States immigration benefits for Lesbian, Gay, Bi-sexual, and Trans-gender (LGBT) Couples.
According to CBS News: “[M]ore than 100 lawmakers in the House and about 20 in the Senate have signed onto bills that would add the United States to the 19 countries that already recognize same-sex couples for immigration purposes.”
Comprehensive Immigration Reform (CIR) is currently being considered in both the United States House of Representatives and the United States Senate. Many lawmakers are hoping to amend the currently pending bills with proposed amendments to correct

As my readers know I have expressed a great deal of concern with how the Uniting American Families Act has been handled by our self-appointed-by-ommission-leadership. It is sad, yet validating to note the comments of Congresswoman Speier on UAFA’s unlikely passage. Albeit it disturbing news, I believe it can and ought to serve as a titanic wake up call to bi-nationals, supporters and the LGBT community as a whole. It is time to fight for UAFA and it must be NOW
To me this is indicative of the very problem that I and many others have been concerned about and I am willing to go out on a limb to assert UAFA has not gained traction for the following reasons
1. Lack of involvement and utilization of grassroots groups;
2. Failure to use the stories of bi-nationals as a poignant tool...

It is Time to March (Gay City News)

The March on Washington has reached critical mass and it will play to a national audience on October 11 — National Coming Out Day, the traditional day for gay Washington protests. On that day in 1987, as the AIDS epidemic was treated with a stony indifference by President Ronald Reagan, the LGBT community mobilized a major demonstration around the slogan “Silence = Death.”
By now, the march is a sure thing, and those of us who don’t participate run the risk of making it a failure. Those of us who do march are likely to have one of the happiest moments in our lives. It has been my pleasure to march on Washington nearly a dozen times. Had I not been overseas, I would have been in Washington in 1963 when Martin Luther King articulated his dream. Now is the time we carry equality one step further and demand the full inclusion of the LGBT community in the nation’s civil rights l

Massachusetts Sues Feds Over Defense Of Marriage Act

BOSTON — Massachusetts, the first state to legalize gay marriage, sued the U.S. government Wednesday over a federal law that defines marriage as a union between a man and a woman.
The federal Defense of Marriage Act interferes with the right of Massachusetts to define and regulate marriage as it sees fit, Massachusetts Attorney General Martha Coakley said. The 1996 law denies federal recognition of gay marriage and gives states the right to refuse to recognize same-sex marriages performed in other states.
The lawsuit, filed in federal court in Boston, argues the act "constitutes an overreaching and discriminatory federal law." It says the approximately 16,000 same-sex couples who have married in Massachusetts since the state began performing gay marriages in 2004 are being unfairly denied federal benefits given to heterosexual couples.

Immigration rights - For Indian gay and lesbian couples, immigration is a vital area in the push for gay rights. Presently, they face difficulties in making career moves because of limitations regarding the visas they can obtain for their partners. SALGA points out there is a disgraceful prejudice in denying people immigration equality on the basis of sexual orientation.
"We are hoping that legalising gay marriages will allow same-sex couples to file for visas like straight couples," said Sooklall. He added that SALGA receives pleas for help from its own members and from gays and lesbians living in South Asia. "I know two cases where people did get asylum," said Sooklall.

It’s not as if gaining marriage equality in California makes everything equal for same-sex couples. We’ve still got DOMA—the Defense of Marriage Act—to contend with, and that’s a big problem. Our agenda is to repeal DOMA. So basically, while Courage Campaign and Marriage Equality USA are focusing here in California on repealing [Proposition] 8, our agenda is about repealing DOMA at the federal level.
I think that most same-sex couples don’t recognize how serious the effects of DOMA are until they become married, and then all of a sudden, it’s real. What we’ve found, over the last seven months, is that ...

I am considering a career move to Masachusetts US, looking to move there with my partner of 13 years. Although Massachusetts permits gay marriage, federal immigration laws do not recognise same sex relationships of any type. This is the first time in my life that I have faced difficulties (prejudice quite frankly) as a result of my sexual orientation. Although the company that I work for is fully supportive in moving both me and my partner, there are limitations regarding the visa that my partner can obtain - essentially limited to a 6 month visitor visa.
I find it incredible in 2009 that we are denied immigration equality on the basis of sexual orientation - it is a disgraceful prejudice.

Here is the invite Human Rights Watch sent out about an event they are having today. It is great we have Boris speaking on our immigration issue! Making a Difference, Once Call at a time - Yesterday, while I was on the Hill meeting with a handful of senators, I learned that FRC's noise on the immigration bill, S. 424, is having a considerable impact. After your calls and emails started pouring in, one leader told me the legislation, which would give a special resident status to same-sex partners, had become an embarrassing "spectacle." Although the bill is still active, finding support for it will be even tougher now that FRC has shined the light on its real objective: undermining marriage. If you haven't contacted your senators, please chime in this week and urge them to vote "no" on the "Uniting American Families Act."
Military Paper Backs Up Claims of Deal to Delay Repeal of DADT

Yesterday, the Stars and Stripes, an independent news source which operates from within the U.S. Defense Dept., said this in an article regarding the status of DADT:
"An official with the House Democratic leadership said the House is committed to repealing 'don’t ask' but has agreed with civil rights groups to put new hate crime legislation and a workplace nondiscrimination bill on the legislative calendar before taking up the military issue."
Yesterday, 76 House Democrats signed a letter to Obama urging him to halt discharges of gay military personnel.
So, I guess a few questions remain: Is there a deal? Was HRC lying? And was the letter sent to Obama yesterday simply "lip service" intended to make it look like some action is being taken given the fury that has erupted between LGBT folks and the DNC over the last week?
