They have completed review of a proposed regulation which would remove the remaining barrier to HIV-positive visitors and immigrants. The proposal, which OMB indicates would remove HIV from the list of communicable diseases that bar foreign nationals from entering the United States, will now be published in the Federal Register and open for a period of public comment. After reviewing those comments, the Department of Health and Human Services will issue a final regulation.

“We are one important step closer to finally ending this discriminatory ban once and for all,” said Human Rights Campaign President Joe Solmonese. “This regulation is unnecessary, ineffective and lacks any public health justification. We are confident that this sad chapter in our nation’s treatment of people with HIV and AIDS will soon be closed.”

The Obama Justice Department has reached out to major gay rights organizations and scheduled a private meeting for next week with the groups, in an apparent effort to smooth over tensions in the wake of the controversy over the administration’s defense in court of the Defense of Marriage Act.

Tracy Russo, a spokesperson for Justice, confirmed the meeting to me, after I posted below that top gay rights lawyers were miffed that administration lawyers had rebuffed their requests to meet and discuss ongoing litigation involving DOMA.

Despite Barack Obama’s campaign promises of change, the GLBT community is quickly discovering that his administration is falling short when it comes to pressing gay issues. Gays and lesbians, many of whom supported the Democratic candidate for President in 2008, have begun to publicly voice frustration with Obama’s inaction on imperative issues and, even worse, his silence on others.

Two of Obama’s most important campaign promises were the repeal of the Defense of Marriage Act and lifting the ban on gays in the military, neither of which have been fulfilled to date. Meanwhile, executive branch officials are telling gays and lesbians to give things time, and to expect movement on lower-profile issues, such as lifting restrictions on visas for the HIV-positive and immigration concerns.
